| Petroleum Institute of
East Africa
PIEA's mission is to be the centre in
Eastern Africa for the advancement and dissemination of technical, economic
and professional knowledge relating to the International Oil and Gas Industry,
to act as a forum for all with interest in the Petroleum Industry for
the advancement and safety of the Industry."
Following the liberalisation of the
Kenyan Petroleum Sector in October 1994 and as the Industry moved from
a self-regulating Industry to an open and aggressively competitive sector,
it became increasingly obvious to all players, including Government, that
a level playing field with rules governing all areas of business for all
players, new and old, large and small, International and Local, corporate
and individual entrepreneurs, was essential to safeguard all interests
including the public's.

Kenya Petroleum Refinery
Limited
The refinery is located in Mombasa.
It is a topping and reforming refinery with a nameplate distillation capacity
of 3300 ktonnes per annum (90,000 bpd). The refinery supplies refined products
to Uganda and Northern Tanzania in addition to the Kenyan market.
Since deregulation of the Kenyan fuel

70% of pre-October levels in order to meet local demand for LPG, a product
that could not be imported due to the lack of bulk handling facilities
in Mombasa port. Some measure of protection has been afforded to the Refinery
by the imposition of a special import tariff on gasoline and residual
fuel oils.
